Abstract

Based on Article 2 of Law Number 13 of 2003 it is stated that: manpower development is based on Pancasila and the 1945 Constitution of the Republic of Indonesia. The regulation of workers wages in Indonesian positive law is regulated based on Law No. 13 of 2003 concerning Manpower and its implementing regulations. namely the Regulation of the Minister of Manpower of the Republic of Indonesia Number 01 of 1999 concerning Minimum Wages, Ministerial Regulation No. 17 of 2005 concerning Components of Achieving Decent Living Needs. Another problem is the application of the minimum wage at the company level which is given to workers with a tenure of more than one year, while the wage arrangement in Malaysia is based on the 2011 State Salary Negotiation Council Deed [Deed 732]. Determination of the minimum salary level, the factors determining the amount are poverty line income, employer's ability to pay (intermediate salary), user price index (cpi), actual unemployment rate and productivity growth.
