Alternatif Kebijakan Penataan Pegawai Non-ASN Satpol PP Kota Pariaman Ditinjau dari Perspektif Ibnu Khaldun

This study explores the problems of non-ASN that have not been resolved by the Pariaman city government, especially honorary Satpol PP who have not had the opportunity to become ASN (since 8 years) or PPPK (no formation yet). The issue of inequity between ASN and non-ASN Satpol PP employees clearly arises due to differences in wages and treatment, therefore it is necessary to find alternative solutions from the Muslim bureaucrat figure Ibn Khaldun. The study used qualitative methods and an in-depth interview approach and then carried out data reduction by prioritizing the most relevant data. The results of this study indicate that there are several alternatives that can be provided, namely in the sharia aspect, law enforcement for government officials who still accept honorary employees. Then the government needs to improve the job analysis process and workload, then in the Rijal aspect, it is necessary to provide training and continuous performance improvement for non-ASN SatpolPP. The budget allocation (Wealth) for non-ASN Satpol PP can be attempted to meet primary needs so that work motivation remains strong in overseeing regional development and implementing regional regulations. This circle of equity is an alternative solution to the problems of non-ASN Satpol PP Pariaman City.
