Kepemimpinan Strategis dalam Pengembangan Perencanaan Sekolah yang Partisipatif dan Terukur

Abstract
This study develops a conceptual framework for strategic leadership in developing school vision, mission, and strategic plans as living roadmaps rather than mere administrative documents. Using a qualitative literature review methodology, the research synthesizes existing knowledge on three key dimensions: participatory formulation processes that build collective ownership, performance indicators that are measurable and meaningful, and periodic evaluation mechanisms that generate continuous improvement. The findings indicate that effective strategic leadership requires the ability to facilitate inclusive dialogue, build a healthy data culture, balance consistency with flexibility, and develop stakeholder capacity for strategic thinking and action. A living strategic plan serves not only as a guiding document but also as an organizational learning instrument that enables schools to continuously develop and adapt to change. The study contributes a structured framework that can guide school leaders in designing planning processes that engage all stakeholders, establish clear accountability, and create cycles of reflection and improvement. Schools that successfully implement strategic leadership in planning will develop stronger coherence between their stated aspirations and daily practices, ultimately enhancing their capacity to achieve their educational goals.

Abstrak
Penelitian ini mengembangkan kerangka konseptual untuk kepemimpinan strategis dalam menyusun visi, misi, dan rencana strategis sekolah sebagai peta jalan yang dinamis, bukan sekadar dokumen administratif. Dengan menggunakan metodologi tinjauan pustaka kualitatif, penelitian ini mensintesis pengetahuan yang ada mengenai tiga dimensi utama: proses perumusan partisipatif yang membangun rasa kepemilikan bersama, indikator kinerja yang terukur dan bermakna, serta mekanisme evaluasi berkala yang mendorong perbaikan berkelanjutan. Temuan menunjukkan bahwa kepemimpinan strategis yang efektif memerlukan kemampuan untuk memfasilitasi dialog inklusif, membangun budaya data yang sehat, menyeimbangkan konsistensi dengan fleksibilitas, serta mengembangkan kapasitas pemangku kepentingan dalam berpikir dan bertindak secara strategis. Rencana strategis yang dinamis tidak hanya berfungsi sebagai dokumen panduan, tetapi juga sebagai instrumen pembelajaran organisasi yang memungkinkan sekolah untuk terus berkembang dan beradaptasi dengan perubahan. Studi ini menyumbangkan kerangka kerja terstruktur yang dapat memandu pemimpin sekolah dalam merancang proses perencanaan yang melibatkan semua pemangku kepentingan, menetapkan akuntabilitas yang jelas, dan menciptakan siklus refleksi dan perbaikan. Sekolah yang berhasil menerapkan kepemimpinan strategis dalam perencanaan akan mengembangkan koherensi yang lebih kuat antara aspirasi yang dinyatakan dan praktik sehari-hari, yang pada akhirnya meningkatkan kapasitas mereka untuk mencapai tujuan pendidikan.
