Abstract

Street children who are victims of sexual exploitation are a vulnerable group that requires special attention from various parties, including the local government through the Social Service. This study aims to analyze and optimize the role of the Padang City Social Service in handling street children who are victims of sexual exploitation. The method used is a qualitative approach with data collection techniques through in-depth interviews, field observations, and documentation studies. The results of the study indicate that the Padang City Social Service has made various efforts, such as data collection, counseling, social rehabilitation, and cooperation with related institutions. However, the implementation of these programs still faces various obstacles, such as budget constraints, lack of professional staff, and less than optimal coordination between agencies.Optimizing the role of the Social Service can be done by increasing human resource capacity, strengthening cross-sector cooperation networks, developing community-based rehabilitation programs, and formulating child protection policies that are more responsive to issues of sexual exploitation.In addition, active involvement of the community and non-governmental organizations is an important factor in creating a holistic and sustainable protection system. This study recommends improving the social protection system to be more integrated, as well as establishing a clear monitoring and evaluation mechanism for each program being implemented.With this optimization, it is hoped that the Padang City Social Service can be more effective in addressing the problem of street children who are victims of sexual exploitation and supporting their recovery and social reintegration in a sustainable manner.
